NtDirect.dll and Third Parties

May I give a copy of the NtDirect.dll to a Third Party to create code to access and utilize the features of the DLL? Are there any Copyright or other issues associated with doing this?

I realize that your post is 4 years old but I am wondering if your 3rd party developers were able to come up with code that unleashed the power of NTDirect.dll for Excel users.
