Intercept Changing Strategy Enable CheckBox

Is it possible to intercept changing the strategy Enable Checkbox in the Control Center? This would allow pre-processing of strategy enabling/disabling, including preventing strategy enablement under specific strategy-defined circumstances, and enforcing specific strategy-defined actions before disablement. In the latter case, such actions would need to precede the State moving to Terminated, or at least allow recognition that the State change was caused by unchecking the Enable Checkbox.
