NT windows do not extend vertically

Normal Windows GUI is that if you have a vertical resize cursor (either top or bottom of the window) and double-click it the window extends to full screen height. NT windows do not do that. They should do so -- it's just standard Windows GUI.

The windows extend fine by dragging, just not by double-click.
