Check to see if prior Values exist?

Scenario: I am comparing the current or last set Values entry to the prior values to see if a condition is met.
Question: How can I check to see if a prior Values entry does in fact exist? (e.g. = if (Values[1][0] > Values[1][1]) In this case how can I check to see if Values[1][1] exists before i reference it and get an error if it doesn't exist yet.)

    Cheers
