The StrategyBase is located in the NinjaTrader Core and would not be directly accessible outside of the NinjaTrader application.

If I use another IDE like Visual Studio, would I be able to open the file? Thanks.

No, the source (cs file) is not included with the distribution, only the dll (compiled MSIL code). NT obfuscates that compiled code to make it more difficult to read.
