Ninjatrader Installation .NET 3.5

For some reason when I check 3.5 to enable it and restart the computer it shows up as unchecked again?

NinjaTrader 7 cannot use .NET 4 and must use .NET 3.5.

If you are using Windows 10 this can be enabled in the Control Panel > Programs and Features > Turn Windows Features on or off > .NET Framework 3.5.

If you are using Windows 7 or below, below is a public link to the Microsoft site to download .NET 3.5.

After I run the ninja setup file I get a notice to install .net 3.5 with a link to the Microsoft website. However it appears I already have .net 4.0 installed on the machine and installing 3.5 does not correct the installation issue.
