Hi Patrick G, no, it's a dumb move I've done before, just can't remember
what it was, and how I fixed it, except
I closed NinjaTrader and re-starting it and Ctrl + Arrows are working again.

What version of NinjaTrader 7 are you using? Please provide the entire version number. This can be found under Help -> About (Example: 7.0.1000.X)
The hotkey CTRL+Up/Down arrow compresses or decompresses the horizontal scale of the chart. It is also possible to manipulate this horizontal scale by left-clicking and dragging on the time stamps at the bottom of the chart window. This hot key does not 'move' the price bars. It makes the price bars larger or smaller horizontally which in turn causes more or less price bars to be visible within your chart window.

Is it possible that you've reached the maximum compression or decompression of the chart window? In other words, can you go the other direction? Or are neither hot keys functioning?
Are you able to compress/decompress the chart using the click-and-drag method mentioned above?
