Start time on daily chart!

I apologize if this is a stupid question but what time
does a new bar start on a daily chart?

This is a very good question however the answer depends on a few factors.

Which instrument are you charting?
Which data provider are you pulling data from?

Also why are there so many gaps on the
Daily CL chart?

What you see on your daily chart depends on your data supplier. For example

-> CQG supplies the RTH high, RTH low and the RTH close, where RTH refers to the regular session per contract specifications which is 9:00 AM EST to 2:30 PM EST.

-> Kinetick supplies the ETH high, ETH low and the settlement price, where ETH refers to the full Globex session from 6:00 PM EST to 5:15 PM EST next day.

-> Interactive Brokers supplies the ETH high, ETH low and the full session close, which is the last price traded prior to 5:15 PM EST.

Now you should understand the gaps. Daily data supplied by CQG does not take into account the time between 2:30 PM and 9:00 AM. This is what creates the gap. Also there is a minor difference between the settlement price (official price published by the exchange) and the regular close (last trade prior to 2:30:00 PM, which is not published by the exchange).
