connection failure

today i tried to login to my IB account with NT and I received an error that I have not seen before. I have already successfully been logged into the account earlier today.

Here is the error that I received:

Login failed: IB Adapter.MessageLoop No connection could be made because the target machine actively refused it fe80::6c19:ba7e:a993:9f93%3:7496

Could you please help me with what this means and what I should be doing to fix it?

I am using 7.0.1000.24 for NT and 939.4d for IB (I just updated it).

Please upgrade to the current supported build of TWS, 944.3.

The current supported build of TWS will be available for download in the IB connection guide.
