NT is having problems connecting to its' license servers. Possible problems are: a) Your firewall software is enabled and you have not authorized NT to access the internet; b) Your ISP is having service problems or both license servers are down. Please ensure that your firewall software is not blocking NT and try again in a few minutes.
I have tried confirmed the following:
1) Restart computer
2) Try to restart NT several times with same message
3) Shut off the firewall as a test leaving computer unprotected and NT gave same message
4) Confirmed my internet connection is working fine
