Specifying times to not execute strategy

HI,

I'm in PST, I have certain times within US Equities RTH where I don't want my strategy to execute, for example don't execute until 6:40am PST (9:40am Market Time), don't execute between 11a-11:30am PST. I'm having trouble getting this to work when I run backtesting on it.

Is the way I'm specifying time in the picture below correct? i.e. I choose Time series with the default values for the left value, with Time value in my PST for the second?

I'm having the same issue and I tried this Chris and it's still backtesting trades outside of my required hours. I tried "If all" and "If any" as well as in a group and outside of a group and nothing seems to work.
