Depending on where the price is located when the Bollinger condition is met, it is highly important to select the correct order type, or else the order will be rejected. If you need to place a buy order above the Bollinger and the order target price is above the last traded price, a buy stop limit or stop market needs to be used. This will be all about selecting the right order to place at the right time.

If you are placing sell orders above the market, they must be sell limit order. Are you still seeing issues with order submission?

Please use a Sell Limit order for orders above market price. "Enter Short by Limit order"

Right now, your entry order is submitting the order 2 ticks above the Bollinger upper price. To target the High, use the High series and adjust by 2 ticks.

It appears like from the settings trades are placed 2 tics above /below the candle that crosses the bb close? Is this correct? What would I need to do to have entry above candle high that is the first across bb

What kind out output do you get when you add a Print to your EnterLong action group?
This will add a Print statement to the code like so:
//Set1
if(<condition>)
{
EnterLong();
Print("Called enter long");
}
