Thank you for the reply.
Yes, actually I have some new information as of late yesterday afternoon.
In this situation, development has replied that although the quantity picker its self has a property to become negative the popup window does not currently have the capability to allow for negative numbers. It looks like this was added as a precaution to prevent erroneous quantities. As this is the main quantity picker used in the platform it does not need the capability to become negative as a quantity would never be negative.
I will put in a feature request to add support for this but it is possible it would not be changed if this is an added precaution. I would suggest that if this is a major hinge point of your project that it may be in your favor to create your own WPF control and then utilize that instead to provide a custom popup window.
