How to realize the same effect as the "Always On Top" of chart context menu?

My indicator add a button on toolbar, and when clicked I want to realize the same effect as the "Always On Top" context menu item of chart. So the code is like below:

var chartWindow = Window.GetWindow(ChartControl.Parent) as Chart;
ChartWindow.Topmost = true;

I tested it and found the "Always On Top" context menu item is auto checked after clicking my button, it seems that it does work. But, the chart windows is not top most in fact, any non-topmost windows can show onto it, and I checked the Window.IsTopmost propery using Inspect tool provided by Windows SDK, it's false!

So, I am so confused, and what can I do?

I will need to review this question to see if there is any specific method exposed for this, if so I can relay that information. Otherwise if there is not a specific way to do this yet, I will submit a feature request. I will also check if there are any ways I could provide to correctly do this in the case there is no existing method.
